Non-NHS organisations ‘delivering growing share of planned care’

An increasing percentage of the NHS budget is being spent on care provided by organisations outside the health service, a new report has indicated.

Research from the Health Foundation has shown that the NHS in England used almost half of the two billion pound real-terms increase in funding it received in 2015-16 to commission care from non-NHS organisations, as well as to support the underfunded social care system.

These external organisations are taking on a larger role for delivering non-emergency care, while NHS hospitals are increasingly focused on meeting rising demands for emergency treatment, for which they receive a lower financial return.

All of this is making it harder for NHS trusts to break even, an issue that is being exacerbated by rising costs and demands in a labour-intensive sector. As such, the report called for new ways to improve workforce productivity to be found, in addition to other improvements.

Anita Charlesworth, director of research and economics at the Health Foundation, said: "The health service needs to plan better for emergency demand, fund emergency care fairly and make sure it gets the best possible price for care provided outside the NHS."
