Planned changes to NHS Constitution outlined

The government has detailed planned changes to the NHS Constitution that aim to provide stronger rights for patients, while maintaining its founding principles.

Under the new proposals, patients will be entitled to receive acknowledgement, an explanation and apologies when mistakes are made, while a stipulation that patients and carers are involved in discussions over end-of-life care will also be introduced.

Doctors will also be compelled to provide people with information on what they can expect in terms of single-sex accommodation and to recognise complaints within three days, while violent and abusive patients could be denied service if it is safe to do so.

These would be the first major changes to the constitution since it was introduced three years ago, with the government stating they will help reinforce the core ideals of the NHS.

On announcing the changes, health minister Norman Lamb said: "The NHS is one of this country's greatest achievements. The government will always make sure it is free to all, no matter your age or the size of your bank balance."

Last week, a consultation was launched on plans to ensure that NHS services provided by third parties receive the same level of protection as government-delivered care.
