BIOSECURE Act: What UK Life Science Leaders Need to Know About Talent and Growth

The US BIOSECURE Act may be American legislation, but its impact is being felt well beyond US borders. For UK life science companies working with international partners, CROs, CDMOs and suppliers, the legislation adds another consideration when planning commercial growth.

The Act restricts certain US federal agencies, contractors and funding recipients from working with designated biotechnology companies of concern. While it does not amount to a blanket ban on Chinese outsourcing, its influence can extend into UK businesses through global partnerships and supply chains.

For commercial leaders, that creates a more complicated operating environment. It can influence which partnerships are attractive, how supply chains are assessed and how confidently companies can plan for future US opportunities.

Commercial teams are feeling the knock-on effect

A UK biotech may not receive US government funding directly. However, a US partner could still ask questions about its suppliers or request additional protections in a commercial agreement.

That means commercial teams may need a stronger understanding of supplier relationships alongside their existing knowledge of partnerships, market access and business development.

From a recruitment perspective, this is already changing the conversations we have with employers. Companies are increasingly interested in people who can work across commercial, regulatory and operational considerations rather than viewing these areas separately.

For a Life Science Recruiter, that makes the brief more nuanced. A strong business development candidate may have excellent partnering experience, but employers may now place greater value on international market knowledge, risk awareness and experience working across complex supply chains.

Candidate behaviour could shift too

Senior candidates are paying close attention to how companies approach international growth. A promising commercial role can look very different when its future depends on changing supplier relationships or access to US markets.

This can affect retention as well. People want confidence that the organisation they join has a clear strategy for managing uncertainty. For hiring managers, being able to explain how the business is responding to regulatory and supply-chain changes can become part of the attraction process.

Scientific recruiters are also seeing more value in candidates who can communicate beyond their own specialism. In biotech, commercial success increasingly involves bringing scientific, operational and commercial knowledge together.

A broader recruitment picture

The BIOSECURE Act is another example of how quickly the requirements placed on UK life science businesses can evolve. With the first official list of biotechnology companies of concern expected by December 2026 and updates planned at least annually, supplier risk is likely to remain an active consideration for businesses with international ambitions.

For specialist life science recruitment, that means the strongest candidates may not simply be those with the right job titles. They are people who understand how scientific innovation connects with partnerships, supply chains and commercial decisions.
